een te hoge barrière gaan vormen. Bergman hoefde
schien zou men in Finland uiteindelijk zich beter
Rosario Pacini sprak namens Fininvest Communica-
Aanbevelingen
(zie verderop).
to contribute to the diversity of European culture,
and that will continue to generate new talent in all
crafts in filmproduction, important for creativity and
continuity in a changing economie and cultural inter
national market. The Assembly sees that market as
being formed by all European countries, inside and
outside the E.C.
The Assembly has adopted the following conclusions
and recommendations:
Measures taken at a European level should be supple-
mentary to national support systems for filmproduc
tion and should be limited to improving conditions in
the economie sphere.
A harmonization of VAT tariffs applicable to filmin-
dustry as a whole into the lower tariff group, tax
benefits for coproductions and similar measures
should be the first objective.
Realizing the accumulation of power at a bureau
cratie level in Brussels, all participants stressed the
importance of strengthening national and interna
tional groups representing professionals in filmindus-
try. At the same time to counter possible dangers of
strong media monopolies, sufficiënt control at a Eu
ropean level is necessary.
National support systems should be flexible enough
not to interfere with the artistic necessities for
European coproduction. Most important prerequi-
site for European coproduction is a viable production
by the different cultural entities in Europe.
All participants stress the need for adequate prior
consultation of the professionals concerned before
any measure at a European level is decided upon that
could effect the existing financing structures for film
production, as already has been attempted in the
development of the Media Program.
